If I run

  telnet machine 110

it takes a long time before the ipop3d is run by xinetd (according to
ps -AF |grep pop).

This delay does not occur when I am connecting from machines on the same
network.  The firewall people tell me there's nothing blocking the ports.

There are no delays with any other services from that server.

I can't find anything in the xinetd.d/ipop3 or pop3s configuration that
differs from the recommended settings in the UW IMAP README.
