The distribution version of UW IMAP simply backs off a message delivery/copy if a hard-quota exceeded error is hit, and restores the mailbox to its state prior to the attempt.

Our servers have additional code (primarily in tmail) to work usefully with soft quotas and perform notifications. That code isn't distributed -- it's hopelessly tied into our accounting system and utterly non-portable -- but it looks like we're going to redo it.

I think that a watchdog is the way to go. IMHO, users should never hit a hard quota, but of course that requires that soft quotas behave usefully.
