The bug is more basic than this. Thunderbird is trying to delete the currently selected mailbox. That's why it fails; you can not delete a mailbox that is currently open (including by yourself).

Hmm .. if I delete a folder in Pine, it is gone. I had SSL on so didn't get the IMAP commands.

Pine is smart enough to close the mailbox before attempting to delete it.
