dmail should be fine for concurrent delivery (Mark has indicated so previously on the list). However, we always take the precaution of using procmail locking as well.
i just realized that the test account i was using has its home directory over nfs. so i'm sure that is the problem. i'll add a lock to the procmail delivery rule, but that won't fully fix things.
