We are experiencing the same bug, running on Dovecot 1.2.17. IMO it is a problem in the 6.x release of Thunderbird. You can work around the problem by restarting (as you have discovered), or by right-clicking the account name and entering the path to the new folder you want created, e.g. liquids/beverages/soda. In the case of Dovecot, it will automatically create the "contains folders only" folders. uw-imap may have done this as well.
