We don't use BURL for mails with BCC. In theory we could use CHUNKING+BURL,
but we never implemented it.

Right - if you sent the header first with HEADER.FIELDS.NOT, and then send the body, you can do it.

Polymer just never puts BCC into the mail at all, which has alternate problems.
