What to do is not send the UNSEEN reply at all.

This isn't as bad as it sounds.  The only point to the UNSEEN reply is to
enable a client which is giving a sequence/UID order view to position the
message browser at the first unseen message.  But most clients these days are
going to thread; in which case this information isn't particularly useful.
