Can we get the timestamp at which a flag (system / user-defined) was set for a message (without storing it separately at the time when it was flagged ) ?
Not in basic IMAP. The CONDSTORE and/or ANNOTATE extensions may help you, I seem to remember that one of them contains the functionality you want.
