It's often taken to indicate the folders which should be displayed by an MUA, rather than ignored totally.
Alternatively, if all available folders are being displayed, the adjective 'active' could reasonably be interpreted to mean folders in which new mail is likely to appear. Both interpretations seem relatively sensible -- is it in need of clarification or is it acceptable to leave the interpretation to the user?
