I am neutral on this, especially since this sort of search is very unlikely.
Such a search presupposes that header fields are ordered, which is almost entirely untrue.
IMO, the only sane way of handling it is to not support multiline searches of header fields. Every other policy seems likely to enter a maze of complex and dubious features.
