In the "Preferences", look at the "Alerts" tab and change the settings as you like. As to IDLE, I've been bugging Cyrus about that for years. It's a low-priority item for him, and requires a bit of redesign that makes it a bigger change than one might think. > I cant find any others that use IDLE or NOOP at a reasonable rate. I don't know of any mail client that polls for mail and does not offer an option to configure the frequency. (I'm sure there are some, but I'm not asking.) Look for options for this, and change it to what you think is "reasonable". Most only allow configuration in minutes, so "1 minute" is the minimum, and so if you want "10 seconds" you're generally out of luck.
