Not quite: that allows a client to ask to be returned to the unselected state. They're asking for a way for the server to kick the client into the unselected state.
(Personally, given clients won't easily be able to test that, and it will be hard to motivate client authors to enable such a thing, I suggest that such functionality is already available with BYE.)
