In general, yes, a reference name is not a mailbox itself, but rather a directory which contains mailboxes.
I've never seen that I can create an directory in the meaning of reference with an Client. I only could create folders, that were used
as Mailboxes. Is it right to say References are included Server Site Directories and lay in the interpretation of an Imap Server Structure to make
use of them or not?
If I don't implement References the Client can't ask of it. I leave the reference Name always empty and handle with Mailboxes and Submailboxes.
