I'm not completely convinced that caching all non-PERMANENTFLAGS is the right thing to do for anonymous connections. But what most people want is a persistent cache of the \Seen state. This is no different from what an NNTP client does when reading newsgroups, and I really wish more (well, all) IMAP clients would support this feature for anonymous connections.
