not afaik, if smtpd is running, it's going to apply all the smptd 
restrictions to each msg.

hmm, when you postmap relay_recipients.map manually, how long does it take? 
it's only during that the the .db will be unavailable.

there's no problem with it, although if you ar carrying large mailq, then 
it can takes several minutes for postfix start for it to accept

yes, "connection refused", so they should re-try later, or try lower 
preference MX
