If it's a default RedHat install it is probably blocked with iptables or ipchains.  
Check /etc/rc.d/init.d/rc.x where x is default runlevel to see which, if either, is 
running.  If that isn't it, check /etc/hosts.deny and /etc/hosts.allow (man 
hosts.allow).
