Flushing the queue does not empty the queue.  It simply does a "Retry NOW!"
command.

When I put up a temp server so I could rebuild my main, I used a very short
queue lifetime, MX records, and master.cf controls on when smtpd would run
to do the crossover from one machine to the other.

It works very well.
