now you need to page through maillog to the 03:01 time and see what else is 
going on that time.

mail system is down is either true (why is postfix stopped), and false, why 
is it being falsely detected as stopped by postqueue.

Does logrotate script stop postfix while it rotates maillog?

do you see any log line around then that postfix stopped and started?
