I installed FreeBSD about 2 months ago, and the default installation did not
allow root to login or telnet

Just discovered that!  (All I needed to do was click the Protocol: ssh
button in PuTTY :-)
Did modify /etc/ssh/sshd_config as suggested to remove comments for

PermitRootLogin no
Protocol 2
