When RBL server is down, it adds 5 seconds to all of your incoming msgs
that get submitted to RBL lookups, afaics. (It used to be 84 seconds.)

havent had a false positive (to my knowledge) whatsoever
(been running this config for about a month
on an avg of 3 to 5 hundred legit inbounds a day to my site
