That is what I thought.
Are there many cases where the Multipart Mime has been exploited?

How does a client create an email with multipart mine format?

The solution to my situation may be to educate the external client.  I am
not sure if that is possible though

header_checks, mime_header_checks, body_checks, etc. are applied to all
emails and can not be bypassed.
