Actually its "charset=iso-2022-jp" that it is complaining specifically. 
Is this Japanese character-set?  If so why is this such a bad thing?

Can someone explain the rationale of the following check, I'm getting
a
large amounts of complaints from customer and am not exactly sure if
they are false positives:
