Yeah, that's why I was thinking it should match what the rcpt to says, so 
users don't think they got sombody else's mail.

Well, as soon as I started thinking about it, 2 people brought up the issue 
of mailing lists, and valid reasons where the rcpt to and to header would 
differ.
