avoid whitelisting in from_senders_bw, it's forgeable.

put this in mta_clients_bw.map

gov ok
mil ok

... since those well-financed organizations don't apparently spend much on 
salaries for mail administrators, seeing how many don't/can't setup thier 
DNS and SMTP servers corrrectly.   :))

or if you don't trust the whole .gov

You didn't show enough error msg, but that MX is saying 4xx, transient 
rejection, when postfix contacts it, probably for SAV?  it doesn't accept mail?
