Your script looks fine; likely you have Horde's cookie root to /horde
(I'm assuming that /html is the docroot, but in any case), so Horde's
cookies aren't being sent to your app. You probably want to sent the
cookie_root in Horde to "/".

Docroot is /html/horde and I have set the cookie path to '/'
$conf['cookie']['path'] = '/';
So the docroot is different from horde and the app? You need to make
sure the cookie domain is inclusive of the common domains for the
apps, then.
