The options menu still contains an item
Mailbox and Folder Display Options
Change display options such as how many messages you see on each
page and how messages are sorted.
but when I click on that item, I don't get any choices relating to
messages per page or sorting. Just

Expand the entire folder tree by default in the folders view?
How should namespaces be displayed in the folder tree view?
Expand the entire folder tree by default in the sidebar?

You should tell your IT department that they should at least remember
which preferences they hide form their users. This is by default the
very first setting on this preference page, so they probably locked it.
