Quoting Eugene Kerner <[email protected]>:
Thanks guys,
Its running in windoze XP on hMailServer over MySQL.
So the mailboxes are in the database and there is no /etc/skel.
The hMailServer doco Claims its the responsibility of the client:

Further, I have setup another exactly the same except on Vista (Last
year) I managed to somehow magically make it work.
New users get a still get a standard set of folders, and although I
have no clue where they come from, Im certain that I configured it
Horde/IMP.
You can do it either way. It's probably easiest to set up when
creating a user's account on the mailstore. But you can do it in
various ways using Horde/IMP also. 2 ideas - write a maintenance task
that does this on the first login, or put the code in IMP's postlogin
hook (although this will require the need to do this check everytime
the user logs in, which isn't very resource-friendly). Search the
mailing lists - I'm sure this has been discussed many times before.
