Brian,
When in your Horde Inbox, the top part of the page has a Folders button.
Once in Folder Navigation you can use the drop down menu "Choose Action"
to create a new folder.
I hope that's what you meant by "get a folder established". I'm running
IMP v4.3.3.

I apologize for sending this to all of you, but if someone would do me
the kind favor or responding, it would be very appreciated. My question is
this: how does one set up a folder in Horde?
I've looked through the help menu, browsed through options, checked out
filters (all the usual places) and can't seem to get folders established.
