This is not forwarding a message. When you forward a message you
CAN NOT alter any parts of the original message. That's the
definition of forwarding.
You are talking about Edit as New, which is a separate compose option.
Ok for "Edit as New" if you want to alter the original message.
But, when you don't want to alter any parts of the original message,
you could at least have a quick preview of attachments which is the
default behaviour for forwarded messages using widespread email
clients ( Thunderbird, Zimbra, ... ). When users can't see
attachments, they think the forwarded message doesn't contain it
anymore ... Kind of confusing.
