That should have read 'Locked' != 'locked'.
Oh, sorry for mistake. However the problem still persists after I
changed it to
$_prefs['blacklist']['locked'] = true;
$_prefs['whitelist']['locked'] = true;
You aren't using the prefs storage backend. So these prefs have no effect.
