I've changed it there to test.
Now I've copied the complete file to mime_drivers.local.php and
changed it there.
But your war looks better.

that came with Horde yourself. This is also what the line

is trying to tell you. You should create a file
'imp/config/mime_drivers.local.php' instead with

$mime_drivers['plain']['pgp_inline'] = true;
in it.
