This has been a problem for us for years. There is still no good solution. There are two things in the works that will resolve the issue eventually. One is TRUNK-1640... https://tickets.openmrs.org/browse/trunk-1640 That ticket resolves part of the problem; which forms a user is allowed to fill out using roles. Please vote on that ticket so it my get fixed sooner rather than later. The other part of the problem is allowing only certain roles to view the forms that have already been filled out. HISP India is working on a "Restrict By Encounter Type Module" that will allow you to specify the roles that can view a given form/encounter type. The module doesn't work with 1.8.x, but they are planning to update it. For example, a lab technician can only view and fill out lab forms. We have a system up that has a lot of forms and it would make the system easier to use for the staff if they could only see necessary forms.
