Last week the US import committee asked me to look into importing
addresses along with our statewide Massachusetts building import. Here
is what I found.

Because of 911, MassGIS (the Mass state GIS department) has been
working very hard on getting a state wide address layer put together.
The building layer released in November, was really created to support
this address project.

The layer will have an address over every structure in MA and every
empty parcel. The addresses will be derived from a combination of the
the L3 parcel data, tiger, warren group, msag, dot, and navteq. It
will have all of the abbreviations removed (which is a required for
911). The new address layer will also have what they call "landmark
name", which for OSM corresponding exactly our "name" tag. It is
possible that we will also get a ton of business names too. They are
contracting out field survey's to resolve any discrepancies between
the various data sources. They plan on releasing the first version at
the end of the summer.

I don't think it would be wise to do any address importing right now
in MA. A more complete data set is coming, and it is much closer to
the OSM data model than the MassGIS L3 parcel data layer.
