After you pointed out the water=* tag I discovered the wiki page http://wiki.openstreetmap.org/wiki/Proposed_features/Water_details

I hadn't realized that was out there. I don't recall even seeing the water=* tag in use in FL. Its a great idea.

I haven't thought much about the name tag, but will look into that further. Many of the water bodies to be imported do not have a name. Many of the ones with a name are present, but it does vary depending on the area and activity of mappers.

Is it preferred to bring in the data as OSM XML files. Or is it OK to use the SHP import capability of JOSM as long as the data has been properly reprojected? In my limited experience, it seems like opening up a SHP in JOSM works pretty well.
