I think this is an issue that needs discussion. As stated in https://github.com/osmlab/nycbuildings/issues/69, the only information a BIN like 3000000 conveys is that the building is in Bronx and doesn’t have an assigned persistent BIN. Should this information really be imported?

BIN's stay in as stated in the initial proposal and subsequent discussion. All NYC BINs are migrated to OSM including the placeholder BIN's you're referring to. I think that's fine.
