An alternative might be landuse=conservation.  "nature_preserve" to me
seems closer to track of land that has special ecological significance,
while conservation seems more utilitarian and that matches the
description you gave for these tracts.  There seems to be a lot of
ambiguity among all these tags and either choice doesn't seem entirely
wrong.
