Yes, I drew them myself for the city. They are in a shapefile format - WGS 84. When I started drawing them I would've happily drawn them in OSM with the new imagery as the background but I didn't know how to do that.
You can see I asked about that very thing here in 2013: https://help.openstreetmap.org/questions/26449/uploading-background-images Since that time I've learned all of our imagery is in public domain because it's purchased with public funds. They are now publicly available for download as well at this site I drew the buildings first for city use and now I'm ready to import them into OSM. As far as handling conflicts, it's a very small town and I am confident I could resolve the conflicts in a very timely manner. Thanks for your questions!
