I also wanted to chime in that these data are often available in GTFS format, 
which can be imported into OSM using a Java app.  GTFS data are published by 
transit authorities in the same way that their paper (and other, sometimes 
electronic/software) data are published, just as often, and just as rich — with 
both stops and routes.  GTFS is a data format, and the G being for Google 
shouldn't scare us, it is simply who/how the protocol was developed.  If these 
US DOT data only contain stop data but not route data, GTFS data are richer, 
and, if the local transit agency published them in this format, they usually 
get updated much more frequently than the US DOT data get updated.

So, while GTFS data might be explored FIRST (as better, and more frequently 
updated), I'd say the US DOT data might only be worth a look if they are "the 
only game in town."
