this is just starting out; i've exchanged some email with them but will
be meeting with them after the first to start discussing issues (the
first, and
most important, is NYS consent to the ODbL for the data.) the address data
may well very county to county, as NYS is an aggregator. it would be good
to develop some criteria for data quality.

i would prefer it. my recollection of prior experience is that conflating
building footprints with addresses outside of OSM and importing in
one shot is less total work than doing the two separately. i've let them
know that if at all feasible, this would be preferred.
