I suggest adding `import=yes` to the changeset tags. The `source` tag shouldn't be `aerial imagery`, since you're doing an import.
Are you going to put the original data's `address` field into a `addr` tag? OSM has a detailed address system, and that should be used instead. Which means you'd have to parse the original data, which has a full address.
Did you look at the existing data in OSM in this topic? I don't see anything on the wiki page. It's helpful if you have an idea of the current state of bike share station mapping in OSM, so you can figure out how many would be changed.
Can you tell us what steps you've made to for local community buy in? I don't see anything on the wiki page. If you look at who's adding bike data in that city, they can be useful local mappers to contact and request feedback from.
