The plan says "This import will be done in sections (block groups) using ArcGIS Editor for OSM and/or JOSM." -- does this mean you are planning to use one editor for some things and another for other things, or are you just not sure which editor will turn out best? You write: "In the first phase, only new buildings that do not intersect existing buildings will be added." -- Can I suggest that you (if that wasn't already part of the plan) also ensure that your buildings do not intersect any other features in OSM that would be unlikely to intersect with buildings (e.g. water areas, roads, natural=tree, whatever)? This can of course also be done manually during the visual quality control that you will perform before hitting the upload button.
