Yury, a successful import process should be driven by local mappers, or at the very least involve local mappers. Do you live in Alameda County, or are you in touch with mappers in the area?
I don't have access to the Slack link you posted so if it contains anything important about this import, please transfer that to the wiki page. The wiki page in its current form is not a sufficient documentation for an import. The reason for having documentation on the wiki is that we have a record that cannot simply go away; links to cryptic file sharing sites (or Slack for that matter) are not helpful. (It also appears that the only human-readable file in the directory you linked to actually describes the San Francisco import with some occurences of "San Francicso" replaced by "Alameda County" but the terms "SF" and "sfgov.org" still appearing which makes me question whether this document accurately describes the process or is just a boilerplate.)
