That'll be considered vandalism. It's possible some of the roads are incorrect but that's only *some* and you can only decide which set is more accurate for the areas you know. Yes, imports aren't easy and there's no way to have everything done automatically. The Roadmatcher plugin can help with some issues but I've been so far preferring merging layers manually even for areas with pretty dense coverage on both OSM and the imported dataset.
