http://www.naturalearthdata.com/downloads/10m-physical-vectors/ has some data which is not in OSM yet (like rivers), and their terms (Public Domain) should be compatible with OSM.
I did not find it mentioned in http://wiki.openstreetmap.org/wiki/Potential_Datasources . Ok to import? Jaak
