I looked at the wiki pages for ogr2osm and shp2osm (+ogr2ogr) and it seems
it will be somewhat involved to get either solution working on Windows.
Is there a repository somewhere of TIGER09 data that has already been
converted to .osm format? I'm looking specifically for southern CA
(counties of LA, Orange, San Bernardino, Riverside, San Diego, Kern,
Ventura, Santa Barbara, SLO, etc.).
