But don't under-estimate one fact : some people will upload the data without correcting the issues, and they might do it massively in a short time (contributors we called the "black sheeps" in older threads). Even if the majority is willing to do their best before the upload, you will need enough resources to control and fix what others are doing incorrectly. A tool monitoring the changesets containing your source, some manual control or even better some software automatically detecting the cadastral raw files uploaded and a possibility to block very quicly the black sheeps is something which can help a lot in such crowdimport .
