The whole idea of INSPIRE is to provide unified direct open API to original 
geodata sources, and avoid one-time dumps of data from database A to B, where 
it would be immediately outdated.

If specific INSPIRE source license allows and has good data, then you could use 
it as reference data to assist local survey and mapping. So such background map 
selection plugin for JOSM and iD would be nice. In fact, the first main service 
of INSPIRE should be WMS as far as I know, and this is already supported in 
JOSM, this should cover 80% of needs, the problem is only in data discovery 
convenience.
