Shortly after starting the import last Wednesday, I received a recommendation from Ryan Lash to use the tax parcel data (also publicly available) to help merge the addresses. This would allow addresses more than 25 meters away to be merged in to the correct building. I've updated the wiki (see diff[1] here) to add information about using the tax parcel data. Note that no data in the tax parcel dataset will be directly imported into OpenStreetMap.
As for use constraints, "None. Please check sources, scale, accuracy, currentness and other available information. Please confirm that you are using the most recent copy of both data and metadata. Acknowledgement of Fulton County would be appreciated." If everything looks good, I'll resume the import on Thursday.
