I cannot say this for landuse=meadow since i have not looked at these but for natural=rock and natural=scrub the thing is this data is usually just pointless even if there have been local attempts to improve it, simply because the premise of the CLC data that there is an area with more or less homogeneous properties is not fulfilled. In such cases any attempt to move the boundaries of such a polygon to a more accurate position is doomed. In defence of the CLC data - there are similar cases elsewhere based on manual mapping which are equally questionable.
