An ID is not as useful as they might seem on first glance. For the next round of import checking: there is a new ID which isn't in OSM. Was that building
  1.  ..Torn down and deleted from OSM?
2. ..Still present, but deleted by its owner looking for some sort of 'privacy'?
  3.  ..An erroneous extra building in the original database?

There is also the case of newly created buildings in OSM and fully tagged by survey without an ID

Object conflation ideally should occur on each import cycle. Saving a copy of the original source data can help. Then for the following import cycle, compare source data directly to get a direct list of changes from the source.
